Any company in the Estonian business register may apply regardless of size or trading history, alone or with a research partner. It funds the same activity types as the main programme, and a strong application pins the project to a specific technological unknown with a defined test plan rather than to general product work.

1. Describe the idea. Company name and a few sentences about the project — registration number and sector are fetched from the registry.
