Startuok — soft loans with a grant element for young and small businesses (Paskolos „Startuok")
ILTE (National Development Bank, formerly INVEGA)
The most accessible growth finance for a Lithuanian company under three years old, and unusual in combining a soft loan with a grant that writes off up to 20 % of the principal. Applicants need SME status plus one qualifying characteristic: trading no longer than 3 years; a social-impact project under 5 years old; Ukrainian-owned and founded after 24 February 2022; or under 5 years old with a majority owner aged 55+. The grant decision is taken together with the loan decision, so the application must justify both.
From idea to completed grant — five steps
- Describe the idea. Company name and a few sentences about the project — registration number and sector are fetched from the registry.
- Check your chances. Granteon assesses the project against the criteria in Startuok — soft loans with a grant element for young and small businesses (Paskolos „Startuok") and tells you honestly whether it can be won — before you write.
- Write the application. The AI writes from your own facts, scores the draft like an award committee, and delivers it field by field within the portal's character limits.
- Complete the financing. Your own contribution is calculated. You can obtain a signed conditional commitment from an investor, and find consortium partners when the call requires them.
- Deliver and report. Reporting plan, draft reports and budget tracking after the award — until the final report is filed.
Granteon is free — including complete applications. You submit it yourself, and the application is yours.
