The largest single defence-industrial instrument in Estonia, a EUR 23.8 million programme created to multiply Estonian defence exports by 2030. Any company in the Estonian Commercial Register working on defence or dual-use products may apply after a mandatory consultation with EIS. It co-finances applied research, product development, feasibility studies and IP protection over up to 36 months. The strongest applications show an identified end-user or procurement pathway plus a partner that qualifies for the higher cooperation rates.
