Eligibility assessment first, then allocation rounds
The one UN channel Ukrainian NGOs can access themselves. National NGOs must first pass UHF eligibility (cluster membership, operating in affected areas, programme track record; a lighter assessment exists for smaller NGOs), then apply in allocation rounds. A large share of recent funding has gone to local actors.
